§11.4: reconciliation candidates from observations; Curator worklist with apply/edit/dismiss. Applies create observation-referenced change-sets (CR-2, §6.1); CR-4; nothing reaches the canonical catalog without a Curator action (§2.5). Acceptance: §11.4 behaviour incl. CR-2/CR-4 tests.
