§11.1.2 Deletion: Curators tombstone entities with a reason class; restoration per §2.4; deletion of an entity with incoming relations requires resolving or re-targeting them in the same change-set, or the deletion is rejected. CR-7: tombstones restorable, history never rewritten. Noticed while scoping #19 (merge/split): no issue tracked this §11.1.2 flow. Needed by M4 legal machinery (§11.11) at the latest.
