M1: Curator merge with survivor choice and migration preview; absorbed entity becomes permanent redirect; open proposals/candidates re-target; writes via redirects resolve before base checks; split creates a new entity, old redirect remains. Acceptance: §5.4, §11.1.2, §6.3, CR-5.
