Web UI for the proposal lifecycle shipped API-first in #16: submit-proposal flow (entity page + creation), public proposal detail page with diff, Curator worklist with approve/reject/amend/rebase. Acceptance: §11.2.2 (visibility: proposals and diffs public; review from the worklist), §9.1 conflict surfacing with rebase support (§11.1.3). Split from #16 per structured decision 2026-07-20 (API now, UI as own issue).
