Scheduled by D65 (#96). §10.3.5 MUST: server push rules (committed m.push_rules account data, spec default rules as baseline) evaluated locally per committed event — kinds override/content/room/sender/underride; conditions event_match, event_property_is, event_property_contains, contains_display_name, room_member_count, sender_notification_permission; actions notify/set_tweak. Exposed on the session (per committed event, bots and clients alike, §10.10 mention semantics for #97); D44 LOCAL unread counts notifying events. Tests: spec default-rule fixtures, condition matrix, provenance integration; CR refs §10.3.5/D44.
