Review finding: orphaned spec MUST. docs/spec/10.3-sync-engine.md:76-78 MUSTs the push-rule evaluator; §3.1 lists it under engine content. D27 deferred unread-relevant evaluation to 'M4's push-rule work'; M4 shipped D44 unread provenance instead and closed; no milestone owns it now and it is not on the deferred table.

Roadmap decision needed: schedule it or add it to the deferred table.
