§5.6/§12.3/CR-9: the D21d event dispatcher gets its first real consumers — search index, calendar projection, feeds — with durable per-consumer cursors; derived data meets the §12.3 freshness targets, measured. Acceptance: CR-9 tests; §12.3 numbers on the dashboard/observability floor.

Implementiert in HEAD (Lag-Metriken je Konsument auf dem Ingestion-Dashboard, Frische-Alarm im Worker-Log ab 5 min, CR-9-/§12.3-Tests in FreshnessTest). Offen für die Abnahme: Deploy und scripts/freshness-check.sh gegen die Produktionsinstanz (§12.3 ≤ 60 s), danach Roadmap-Häkchen und Schließen. Hinweis: derselbe Deploy bringt V15–V18 (Kalender, Feeds, Consumer-Layer, Medien) live.
