§11.3.3: the first ingestor (DNB) records observations idempotently on schedule (job queue, §3.4). CR-17: idempotent under retry. Invariants: ingestors never write canonical data (§2.5); observations and source payloads never publicly exposed (§1.5). Acceptance: §11.3.3 incl. CR-17 tests; scheduled runs visible.
