§11.3.2 source registry: sources with permission basis, scopes, credentials, and scheduling. CR-3: one credential = one source; every ingest call checked against that scope (§2.5, §9.4). Ingest denied on the public edge (D7). Admin surface for registering and managing sources. Acceptance: §11.3.2 behaviour incl. CR-3 tests.
