Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
§11.2.2 hygiene MAY: proposals untouched for a configurable period (default 90 days) may be auto-closed as stale, notifying the author. Deferred from #16 (structured decision 2026-07-20) because in-app notifications only arrive with M3 (§11.7) — without them the 'notifying the author' clause cannot be met. Implement as a recurring job (§3.4) once notifications exist; period as a runtime setting.
