§4.2 SHOULD: show Admins eligibility hints for promotion candidates (account age, approved proposals, revert rate); never auto-promote. Deferred from #4: the input data (proposals, reverts) only exists once M1 lands. Acceptance: §4.2 hints visible on the admin surface.
