Acceptance: §12.8 (repeatable build), §15.1 (house stack skeleton: Kotlin/Ktor backend, Nuxt frontend), CI runs scripts/spec-lint.sh + build + tests green on push (M0 exit criterion 1). Workflow file .forgejo/workflows/spec-lint.yml exists — extend it.
