Pin the Matrix spec checkout (commit, released version, schema hashes) as a queryable constant per §4.1; add the CI tripwire that walks the pinned checkout's changelog for anything newer than the supported version and fails with a triage diff. Supported version floor is v1.11 (§13.1). Also audits katrix-core's room-version data tables (#18) against the pinned spec.
