Foundation artifact per §3.1: identifiers, RawEvent model, codec registry with read/emit split (§10.1), endpoint-as-data definitions (§6), typed errors (§6), SpecFeature model (§4), room-version data tables (§3.7). No IO (§3.2). CRs binding: CR-3 (unknown event types flow undropped, envelope intact), CR-11 (deprecated wire names never emitted; unstable names read-only). Tests reference CR ids.
