Review finding 2026-08-27 (B5). §10.11.2 and the research 1.0 gate name two golden samples; only the bot exists. katrix-tail is 288 lines over the raw engine and has no budget test. The spec never quantifies the client budget.

Acceptance: spec amendment (§10.11.2 + §13.3) defining the offline-client budget; a samples/ golden client (durable store, cached first paint, one window) held by a GoldenSampleBudgetTest like the bot's; the concept detector made structural rather than a substring list (also fixes the CR-20 weakness for the bot).
