M5 exit criterion 1: the appservice transaction endpoint per §10.9 — replay-idempotent (CR-18: a re-delivered transaction id applies nothing twice), acks follow the policy engine's rules. Acceptance: CR-18 covered by tests referencing the row; transaction ingestion feeds the same reducer path (§3.3).
