M4 exit criterion 4: a Prometheus exporter sample living outside the SDK, consuming the §7 metrics seam through the public API only (CR-14 spirit: samples use the engine's public surface). Acceptance: sample under samples/, no SDK-internal deps, exposes the §7 metric set; CR-19 holds (no key material or message content in metrics).
