Per §10.10: handler DSL, command routing, autojoin — sugar only, expressible entirely on the engine public API (CR-14, §3.2). M0 exit criterion: 12-line unencrypted echo bot runs on JVM against Synapse-in-container on sliding sync AND v2 fallback (§10.3.2, CR-20). Concept budget held as CI tests: ≤ 12 lines / ≤ 5 concepts (CR-20, NFR-11).
