Per §3.1/§5/§10.2: Ktor-backed HTTP port (the only HTTP usage, §3.2), NetworkPolicy engine — every outbound request passes it; server-supplied delay always beats computed backoff including the sync loop (CR-4, §5); auth providers password/token for M0 (OIDC/refresh deferred to M4, §10.2.3). Tests: 429-storm discipline (CR-4, NFR-6).
