Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
D83/#136 feeds the MSC3202 device_lists delta to every RESIDENT machine; an evicted machine misses the fan-out and rebuilds with stale device-list tracking until a later payload names it. Acceptance (§10.9.3, §10.4.3): the invalidation survives eviction — durable dirty-user tracking in the crypto store consulted at machine rebuild, or an explicit re-query on checkout; test: evict a machine, deliver a device_lists.changed for a peer, rebuild the machine, assert it re-queries the peer's keys before encrypting.
