Review finding 2026-08-27 (E5). Three research commitments with no spec home and no implementation: ADR-6's property-test suite + benchmark for the chunked event cache (only 19 example cases in
EventCacheConformance); risk 7's "perf suite runs identical scenarios in bot mode and client mode" (bench is client-only, heap gate bot-only); research §9's "UTD/send recovery latency" CI budget (send exists as NFR-4, UTD recovery has no gate). Decide each: build (open sub-issues), or record the waiver as a D-entry.
