Review finding 2026-08-27 (E3). No CONTRIBUTING* file exists; the rule that mautrix-go is design-only input (no code porting, MPL) is written nowhere. Acceptance: CONTRIBUTING with the licence rule, the solo-governance statement (§14.2), how to run spec-lint/coverage, and the conformance-kit extension contract pointer.
