Review finding 2026-08-27 (D7). These signals are emitted but only the metrics-exporter sample's synthetic test renders them; no engine-path test observes them; no test computes a UTD rate from CryptoStore records alone; QuotaPressure emission is unasserted in the appservice tests.

Acceptance (§7, NFR-17): one engine test per signal through the injectable sink; one test deriving occurrence/resolution rate purely from persisted UtdRecords.
