Set up the Gradle multi-module Kotlin Multiplatform build: modules per §3.1 (katrix-core, -transport, -api, -crypto, -crypto-vodozemac, -engine, -timeline, -appservice, -store-sqlite, -store-indexeddb, -bot, -compat-element, -testkit), JVM/Android targets first per §14.1 (native/js-wasm gated on Q1 spike). Acceptance: §3.2 dependency rules enforced in CI (core no-IO, engine never depends on timeline/appservice/bot, no DI framework, no logging vendor in public signatures); dependency lock files committed (NFR-16); scripts/spec-lint.sh stays clean; Forgejo Actions CI runs build + tests (§14.1).
