Review finding 2026-08-27 (C5). scripts/spec-coverage.sh writes build/spec-coverage/manifest.json only; katrix.publishing.gradle.kts never references it, so §4.5's "inspectable artifact" is only true in CI logs. publish.yml does not run the coverage/tripwire checks. Also 0 READ_ONLY entries in triage.txt looks wrong — read-only interpreted event types appear triaged as IGNORE.

Acceptance: manifest bundled into each published artifact (or a dedicated artifact), publish workflow gates on spec-lint/coverage/tripwire, READ_ONLY triage reviewed.
