Review finding 2026-08-27 (C4). UtdCause (13 values) lacks rust-sdk's SentBeforeWeJoined, UnsignedDevice/UnknownDevice/VerificationViolation and the historical/backup causes; UtdRecord.cause is a bare String with no taxonomy version. §10.4 still says "union … persisted and versioned". Also only MISSING_ROOM_KEY (+withheld) is shown persisted through the session (CR-8) — add persistence tests per cause.

Acceptance: causes added with isRetriable semantics, taxonomy version field on the record (numbered migration), CR-8 test per cause; or a spec amendment narrowing the union (D-entry).
