Review finding 2026-08-27 (C3). AppserviceInbound.kt:156-163 hand-matches PUT /_matrix/app/v1/transactions/{txnId}; no EndpointDefinition exists in katrix-core/endpoint for it although §10.9.2 says the endpoint is built from the shared definitions and §10.2.2 says the same definitions drive server-side routing.

Acceptance: definition added and consumed by the handler; spec-coverage triage line resolves to it.
